CLEARANCE APPLICATIONS

Rates Clearance Certificates are required and obtained to certify that the seller does not owe any money to the City Council.

​A property cannot be transferred from the seller to the purchaser without the Rates Clearance Certificate; all monies must have been paid before a Rates Clearance Certificate can be issued.

NEW ACCOUNTS FOR SUB-DIVIDED PROPERTIES

When sub-dividing a property, there are many steps that City Council requires in order to complete the process. A new account number for the new portion or stand needs to be created once the property has been registered in the deeds office.

a) For a developed stand a deposit payment must be made on the new account number.
b) All services i.e. water; sewer; electricity and refuse must be linked to the new portion or stand account number.
c) For a vacant land there are availabilities i.e. water and sewer to be linked to the new account number.

The previous property needs to be devalued after registration of the new portion or stand has taken place and closed and a new valuation obtained for the left over portions or stands which are pending to be sold, and all new information regarding the new portion or Erf needs to be added to the new accounts.

REFUNDS OF CREDITS

Acquiring a refund from the Council is a tedious and painful process.

  • Investigation of the status of your accounts must take place to ensure the old accounts have been finalized and if there is a credit balance on the account.
  • Documentation must be obtained from the transferring attorney in the case of a sale of the property.
  • An application for the refund is made after registration of the purchaser’s new account has been created at the City Council.
  • Assistance is given every step of the way with the requirements which is needed from you to apply for the refund.
